Public Utilities Regulatory Commission (PURC) announce increase in water and electricity tariffs effective May 3

The Public Utilities Regulatory Commission (PURC) in Ghana has announced a significant increase in utility tariffs, effective May 3, 2025.

Electricity rates will rise by an average of 14.75%, while water tariffs will increase by 4.02%, according to a detailed statement released by the Commission on April 12, 2025.

In its 2025 First and Second Quarterly Tariff Review Decision for Electricity and Water, the PURC outlined the factors driving these adjustments.

A major contributor to the increase is the heavy reliance on thermal power, which accounted for 71.20% of the generation mix in the second quarter of 2025.

Additionally, a weighted average cost of gas at 7.8358 USD/MMBtu has pushed operational costs higher.

The Commission also noted a 4.02% inflation rate and fluctuations in the exchange rate—currently pegged at GHS 15.1855 to the USD—as further pressures necessitating the tariff adjustments.

This decision is not occurring in isolation; the tariff hikes are part of Ghana’s broader economic strategy tied to an agreement with the International Monetary Fund (IMF).

For consumers, the impact of these changes will vary based on usage and customer category. Residential electricity users will see rates increase from 65.4199 GHS/kWh to 77.2474 GHS/kWh for lifeline consumers (0-30 kWh).

Non-residential users consuming 301-600 kWh will pay 142.8245 GHS/kWh, up from 122.8245 GHS/kWh.

On the water side, residential users consuming 0-5 cubic meters will experience a rate jump from 597.3475 GHS to 621.7460 GHS, with even steeper increases for higher consumption brackets.
